I did a little research on this and this guy is probably the most accurate in what bills are being introduced and how.
If Virginia passes this and enforces it, other states will follow.
Not might follow, but will follow.

Teaching to read and write is the key. I was never taught how to write in cursive at the very conservative school I attended. We were taught to write in italics instead and our penmanship was always graded. Later, when I began attending another school, I basically taught myself cursive. That is one of the reasons typing works best for me. I can actually read it
