Ask a cigar manufacturers representative to look at it.

Seal the concrete.
Best if you can frame up metal studs, insulate, vapor barrier and then finish it with cedar or even greenboard sheetrock.

Have you tried something as simple as caulking between the cement wall and metal frame? Did it help at all?
