Can't find them here in PR and know they have cracked down upon but have a soft spot for clove cigs. Can yall still get them?

Officially "outlawed" for a long time. Can still get clove flavored stuff, but true clove cigs are banned.

Clove cigarettes are banned? Pardon my ignorance, but, why? I remember trying them, a long long time ago. I was trying to give up cigarettes and it seemed a plausible alternative. Didn't take, they were, well, not good. Still, in a free country, why the ban? I figured that I never saw them anymore just because they sucked.
