Notice that it doesn't distinguish between hand made or machine made. Only price.
And yes, I have seen handmades at $2.95 in cigar stores. Not good ones, but still.
And they are addressing the retailer, not the manufacturer.

It seems to be only affecting a very small portion of the market. weirdTwo people with a common goal can accomplish many things. Two people with a common enemy can accomplish even more.0

I reckon there going after 2 markets here.... the "Blunt crowd" with the attack of singles and making the price a minimum.. this curbing the appeal and glamour of the "Blunt". and the "other" cigarette smokers, buy making the "Little cigar" more costly then regular cigarettes.
