Better to keep cut cigars inside (low humidity) or outside (hot+humid)?

So last night my dad and I bought a couple of cigars, and had them cut at the shop since we planned to smoke them that night. That didn't happen (fascist smoking bans...), so we were going to leave them for tonight, about 24 hours after having bought them. They were in cello and within a plastic ziplock bag.
I just found out that last night he put them outside to keep them well-humidifed. The temperature here now (in the daytime) is mid-80s, and the humidity mid-60s. I just ran out to take them in and they seemed pretty wet, and a little crooked.
Two questions: first, for 24 hours would it have been better to leave the cigars inside? Why? Second, now that they're back inside, what's the best way to treat them - just take them out of the ziplock bag until we smoke them later tonight?
