mold or plume

in Cigar 101
hi all
recently i found either mold or plume on my favoriate cigar and looked up on the web and have different answer for mold and plume.  i attached a picture and hope anyone could take a look and let me know it is mold or plume?

    That's 100% mold. If it's not in the foot just wipe it off

    Yes, definitely mold. However, it doesn't look bad. Wipe it off and enjoy.
