For starters, I'm just answering the question in the title.
Secondly, I set up that bombing run on Rain because I know he has had it a little rough since leaving the military. I'm sure he really appreciated the cigars, even if he doesn't have the time to spend here. Let's face it, this place can consume a lot of your time.
