    If you are on a PC, you can hover the mouse over them and it will show what the badges are. On a phone, anyone's guess.

    I got that part, On the posts where you can choose Quote, like etc it has vote up...what is that?

    Think of this forum like the playground equipment at your local park.  CCOM put in the monkey bars and the slide and all, but they're not going to watch to make sure that you don't skin your knees on the equipment.  They periodically have upgraded the equipment, I'm just happy to have a playground to use.
