can't get my humidor over 60%

50 ct humidor, about 30  cigars and 2 boveda 75% packs.  it is winter and dry so should I use another 1 or 2 packs??

    Is it seasoned?
    Or it may need to be re-seasoned and more or larger packs put in.

    Put a flashlight in your humidor and check for leaks.  If you see light, you will never keep your humidity stable.lots of fixes from tape to thin weatherstripping to seal it

    Better use a Hygrometer . A Hydrometer measures the specific gravity of solutions.

    I would not worry too much about 60 in the dry winter.  I prefer 62-63, so if it drops 2-3 percent this time of year I don't sweat it.  Add some more cigars will help maintain better as well
