    It seems as though was a political move to allow Raul to move a little away from Fidel's still lingering power. Raul will still retain power, but it still allows him to create policies that are against Fidel's reign without it drawing a spotlight on him.

    If he went directly against Fidel's reign, then those loyal to Fidel would possibly turn against him. By retaining control of the army, he is keeping those loyal to Fidel under his control.
