Reverse Phone Lookup

I already know that most nuisance calls are fake numbers.
I already know about robot lists.
I already know about phishing and the rest of it.
I already know that most "lookup" sites charge and some just want your number.

Years ago there was a legitimate, and free, reverse phone number lookup. 
Does anyone know of one today?

    I'd imagine you can just ask your phone company.... Other than that, I don't know how else you'd doit.
