Is there a way to tell what year a cigar is rolled when you purchase when you don't get a box? That's probably a dumb question, but some of the sticks I get, particularly from bid sites, seem to have more brown cello.

Without a box it’s pretty much impossible for most brands. There are a few that change little things on the bands that make the year identifiable but other than that I wouldn’t have a clue.
What Rusty said. In addition to that, never trust what a manufacturer says, like aged 10 years or some garbage like that. They could literally be talking about the box, the band, or the excess C grade tobacco that they use for the fillers. They could mean that the cigars didn't sell so they rebanded and rebranded them as something different. Anything goes.
You can trust Davidoff, padron, and Fuente. All others proceed with caution.
