For a long time now I have wanted to roll my own cigars with CT shade and Dominican or Nicaraguan binder/fillers. Is there any place I can order premium tobaccos from so that i can try my hand at this?

I think I get what you are saying. You are looking for the tobacco leaves for pipe tobacco blends before they are cut.
What kinds of pipe tobacco do you enjoy?
I'll log it in my "tobacco" homework and see what I can dig up, as I would also be interested in finding out about how to recreate pipe tobaccos for a cigar.
Yeah I think I caused some confusion there by saying leaves instead of leafs.
As far as what type of pipe tobacco I like I can't be sure as I've just become of Brother of the Briar.

Yeah, the owner of one of my local B&Ms rolls cigars and he has to travel all over the tropics to get his rolling tobacco, including Honduras, Costa Rica, the Dominican Republic, Nicaragua, Brazil, Mexico, Puerto Rico, and even Africa. As a matter of fact, I was in the shop a couple weeks ago and his friend was running the shop and told me he was away on a trip to meet in person with Nestor Placencia in Esteli for a bulk buy.

i was pretty much gunna say that you can find the tools, the hard part is the tobacco. however, tobacco grows in many climates. all you have to do is find the seeds. and that isnt all that hard or expensive.
