Sure.
The flavor may be a little off where the wrapper is missing, but if you are careful it should smoke fine.
You might not even notice it, other than the wrapper may want to unravel a bit.In Fumo Pax

I would't attempt to light that up. That thing probably would not draw right. I would try to patch that wrapper with another wrapper before I'd smoke it.
