I'd never heard the term until I saw it used here, took a little time and paying attention to fully understand it and its implications. That said, we've had a few actual dry beggars over the years, but they tend to be weeded out quickly and rarely last long. I believe it's usually used out of context these days, unless you apply the context of just fukking with people named Jeff. Or George. Whatever. You know.
