This seems to be how the govt. operates. Let things get to 'emergency' status instead of figuring out how to implement needed changes before the crisis hits. As much good as SNAP does, to my mind, the bigger question is "Why the **** do so many receive the benefit in the first place?" Can't we formulate an economy where people can earn enough to not need govt assistance? Can't we give assistance to those who actually need it, and learn how to weed through applicants who don't?
I received SNAP benefits for a number of years. My monthly income (honestly reported) was low enough to qualify, but they never asked about any bank account or retirement savings. The number of new-looking SUV's at the reporting center was astounding, and yes, I know, we can't assume all of them were also on the dole, like me. My point is, it was way too easy to get the benefit. (if my receiving SNAP meant someone else who needed it wouldn't because there was a finite amount of funds, I would've declined it)
I'd like to see SNAP and all govt. benefits overhauled to the point where help goes to those who need it, and not let it be used as a way to train people that the role of the govt. is to take care of them when they should be taking care of themselves.
