The Cape has a wide variation in population due to tourists and summer homes. It is dead in the winter and throngs in the summer, so not much for full time people to do half the year and overtime in the other half and some part timers in the summer to help with traffic and bars.

in our town full-time officers make anywhere between 70K to 140K and additional overtime adds an additional 20% to that. Population of 17,000 department pay amounts to $5,200,000 and overtime about $998,000.

And yet they can't keep police payrolls full. Maybe treating them like the bad guys wasn't such a good idea?
