If the caterpillar is carrying what looks like grains of white rice on its back, it is probably almost or already dead.
It has been inoculated by a parasitic braconid wasp that laid its eggs underneath the skin of the hornworm.
The wasp larvae actually feed on the caterpillar starting a process of desiccation that causes it to dry up and die. By the time the wasp larvae spin their white rice-like cocoons, the caterpillar has suffered irreversible damage and can no longer damage your tomato crop.

I once had 15 hens laying, averaged about 22 eggs per day. TOO MUCH!! They're murderous creatures, though. By year's end we were down to 11 or 12 hens. Little cannibals, eat their young (eggs), and each other too, given half a chance. Fed them twice a day, but, they had evil in their hearts.
The rooster was funny, though. About every 2 - 4 weeks he got the notion in his head that he could take me. Silly bahstid didn't seem to have a long term memory. Knocked him clean out a time or two, he'd behave for a couple weeks, then I'd see him eyeballing me from across the yard. Turn my back and wait to hear him running up from behind, turn and whack him with my walking stick. Or, whacking stick, if you prefer.

Put a couple chicken breasts on the grill for lunch/dinner. Not sure what to do with them but @rsherman24 said if you just cut them up and leave them on the counter they will be gone before you know it.

Couldn't decide whether to put this in politics or here but it is just a costly mess with a costly fix, throw in some crony capitalism:
WASHINGTON, Aug 13 (Reuters) - Donald Trump's Navy and Air Force are poised to cancel two nearly complete software projects that took 12 years and well over $800 million combined to develop, work initially aimed at overhauling antiquated human resources systems.
The reason for the unusual move: officials at those departments, who have so far put the existing projects on hold, want other firms, including Salesforce and billionaire Peter Thiel's Palantir, to have a chance to win similar projects, which could amount to a costly do-over, according to seven sources familiar with the matter.
