The non-conference strength of schedule favors Oregon, but Penn State historically plays non-conference patsies, who were patsies while Penn State was unaffiliated. The patsies would have it no other way, because it is their biggest money-making game of the year.
So, disregarding the non-conference schedule, they have the same wins as Oregon, except Ohio State. So, if PSU has no quality wins, the ORE-OSU win, by one point, is Oregon's only quality win?
Indiana played some patsies, too (77-3 vs. Western Illinois; 52-14 vs. Charlotte), but otherwise played a very similar Big 10 schedule as PSU and Oregon, and lost to Ohio State. So, by your reasoning, they have no quality wins either.
