This guy claims that the second half of the cigar is considered the "filter." Anyone here ever hear that before?

No, I haven't heard that. I've heard in the past that you shouldn't smoke a cigar past the band, but I just rely on the flavor to tell me when to quit smoking a cigar. If it tars up or gets bitter, it's time to go.

I generally prefer the last half to the first.

Don't let the wife know what you spend on guns, ammo or cigars.

I usually prefer the first half of a cigar, especially the first 1/3. Some cigars are certainly worth smoking to the nub though, such as the San Cristobal Classico. That being said, I try to smoke my cigars as far down as I can while still enjoying them. Like @Yakster, if they become bitter (even after being left to rest a bit) I stop smoking them.

That was my sincere ambition, once. But the first wife wanted to travel. So I built a schooner instead. Still regret not carving out a rock house.

I have not watched the whole video yet. I stopped at 34 seconds to focus on what I think is his most important statement, (even though I haven't heard the rest). He said basically "you can do what you want" as far as smoking it all or stopping at a certain point. Myself, I let the flavor tell me when to stop. Sometimes they don't taste good enough after a certain point. Sometimes they are "just OK" down to the nub. And on some rare occasions they are great all the way. Now I'll watch the rest of the video and see if there's anything else I'll be willing to comment on.
    Edit:
    After watching the rest,...............
No, I do not recall anyone referring to the second half as "the filter". But, I tend to think that the second half does act as a filter in that the smoke is literally filtered through that second half and I'm sure that the second half influences the flavor of the smoke being delivered. And I'm sure the second half also absorbs and traps elements of the smoke, and those elements may or may not be desirable to the remaining experience.

I don't watch much America's Got Talent, because of all the fluff, but I do enjoy the acts themselves if I can catch them as most of them are genuinely great talents. In recent months, I happened to catch this singer from Ohio, and the pre-act interview by the judges and her self-written song stunned me. TIL she died Sunday.
