The countries you mentioned do not have an eye for an law. Not even close. They have honor killings. They will gut you because you change into a goat and do evil things. They will butcher you because someone accused you of being the devil or just crazy.
The eye for an eye law meant that if a tribunal (that is like a court) found you guilty of, say, murder beyond any reasonable doubt, a family member could visit the same method of death on you.
And maybe we can institute trial by combat, and the Targaryen girl can have her dragons save us from the dwarf!
