    The article blames the bag. We used to be careful not to squeeze the bag or it would break. Not anymore, they're practically indestructible now.

    Does it take them being put in water to release them? If so, that doesn’t make sense. Or does it? I’m confused.

    What I don’t understand is that plastic isn’t water soluble so why can’t they be blown off of the bag?

    Here with the population being low and felonies not very prevalent we only had to meet once a month. Towards the end we had a couple cases we had to meet several times on more often.
